The Education programme, where the Foundation for the Development of the Education System (FRSE) act as the Programme Operator, has been established as a result of an intergovernmental agreement on the implementation of the European Economic Area Financial Mechanism for the years 2014-2021, signed between Poland and the Donor States – Iceland, the Principality of Liechtenstein and the Kingdom of Norway.


The EEA Grants represent the contribution of Iceland, Liechtenstein and Norway towards a green, competitive and inclusive Europe.

The three donor countries cooperate closely with the EU through the Agreement on the European Economic Area (EEA). The donors have provided €3.3 billion through consecutive grant schemes between 1994 and 2014. For the period 2014-2021, the EEA Grants amount to €1.55 billion. The priorities for this period are:

  • Innovation, Research, Education and Competitiveness
  • Social Inclusion, Youth Employment and Poverty Reduction
  • Environment, Energy, Climate Change and Low Carbon Economy
  • Culture, Civil Society, Good Governance and Fundamental Rights
  • Justice and Home Affairs

The main objective of the Education Programme is to reduce economic and social disparities within the European Economic Area (EEA) and to strengthen bilateral relations between Poland and the Donor States (Iceland, Liechtenstein, Norway) at all levels of education.


As part of Component II of the Education Programme - Mobility Projects in Higher Education, Lodz University of Technology was eligible to receive the grant of €97 368, where €82 763 was an EEA Grant contribution and €14 605 was aquired through domestic funding. ​​​​

The implementation of the project lasted from 1 April 2022 until 30 September 2023.

In the framework of the implementation of the agreement number EEA/21/K2/W/0005, the number of places for staff mobility in the Education Programme was 20. 18 employees of Lodz University of Technology received grants for the mobilities to the Donor States. The number of places for incoming staff mobility was 5. Funding for the incoming mobilities was granted to 4 employees representing partner universities from the Donor States.


Within the framework of the previous project implemented in the period of 01/07/2020 - 30/09/2022 (contract EOG/19/K2/W/0007), mobility funding was granted to 9 TUL employees and 2 guests representing partner universities from the Donor States.
