Announcement of the Vice-Rector for Education on the rules for organising diploma examinations using distance learning methods and techniques of 2 April 2020, 21 and 22 May 2020 (consolidated text).

In view of the prolonged state of the epidemic and the restriction of direct education at the Lodz University of Technology, the possibility of conducting diploma examinations using distance learning methods and techniques only upon a justified request of the student concerned and in agreement with the student is introduced for the period of suspension of direct education. The examination can be conducted in this form only with the use of the Teams cloud tool from the MS Office 365 package of the Lodz University of Technology and with the use of official and student accounts of the Lodz University of Technology system. The diploma examination conducted in this form should be carried out according to the following procedure:

1. A student applying for a diploma examination using distance learning methods and techniques shall submit an application for admission to the examination containing a request to conduct a diploma examination in this form to the Vice-Dean for Student Affairs, competent for that student, through the supervisor of the diploma paper. In the application submitted, the student should unequivocally confirm that he/she has access to a computer equipped with a microphone and a camera, connected to fast, fixed-line Internet and access to the Teams service of the Lodz University of Technology and declare his/her familiarity with using this service. A necessary condition for examining such an application and deciding on admission to the diploma examination is the fulfilment of all the conditions specified in the Study Regulations of the Lodz University of Technology.

2. The application referred to in section 1 is submitted by the student to the supervisor. After filling in the appropriate fields, the supervisor signs the application and passes the scan to the appropriate Dean's office. A designated employee of the Dean's Office, after verifying the documents, passes them on to the Vice-Dean for Student Affairs. If the Vice-Dean for Student Affairs agrees to conduct the diploma examination using distance learning methods and techniques, he or she sets a date for the diploma examination, which may take place provided that the review of the diploma paper prepared by the designated reviewer is positive and is passed on to the student and all members of the Diploma Examination Committee at least two days before the set date for the diploma examination. The Vice-Dean for Student Affairs shall forward a signed application to the appropriate Dean's Office.

3. A designated employee of the Dean's Office responsible for the student prepares the necessary documents or scans thereof and submits them to the Chairperson of the Diploma Examination Committee.

4. On the day of the examination, the Chairman of the Diploma Examination Committee organizes a group conversation ("chat") via the Teams tool and calls the members of the Diploma Examination Committee and the student taking the examination together. The Chairperson of the Commission blocks the possibility of registering a session of the Diploma Examination for all other members of the examination.

5. During the examination, the cameras and microphones of all persons participating in the examination (the student and three members of the Commission) must be switched on. The student makes the entire desktop of his computer available to the members of the Committee. The shared desktop should contain only the presentation of the diploma thesis covering at least 90% of the screen area. During the whole examination, only the presentation of the thesis and any applications related to it may be displayed on the student's computer

desktop. It is not allowed for the student to run applications during the examination to facilitate answers to questions. The desktop displayed during the presentation should be the only screen available to the student during the examination. The student who takes the exam should sit in front of the camera so that his or her face covers at least 40% of the area covered by the camera. He should also look towards the screen at all times during the exam.

6. The diploma examination is conducted under the provisions of § 41 of the Study Regulations of the Lodz University of Technology, with the Chairman of the Diploma Examination Committee being obliged to prepare a protocol of the diploma examination. The course of the examination must be recorded from its beginning until the results are announced. The protocol shall record the remote examination procedure. If the student's answers during the examination require a written form, it is written down by the student on a piece of paper and presented to the camera.

7. After all the stipulated parts of the diploma examination are completed, the student is disconnected. The committee determines the grade for the diploma paper, the grade for the diploma examination and, in the case of a positive result, the final result of the studies.

8. After reconnecting the student, the Chairperson of the Diploma Examination Committee announces the evaluation of the diploma paper and the result of the diploma examination as determined by the Committee. In the event of a positive result of the diploma examination, the Chairperson of the Examination Committee shall announce the result of the studies and announce the decision to award the appropriate degree.

9. The scan of the prepared protocol is sent electronically by the Chairperson of the Diploma Examination Committee to the selected member of the Committee, who after signing scans the document again and sends it to the next member. The signing procedure is repeated and the scan with signatures of all members is sent to the Chairperson, who after signing sends the scanned document again to the relevant Dean's Office. The members of the Commission shall send the originals of the printed and signed partial protocols to the Dean's Office to be stored in the student's file after the end of the restrictions in the functioning of the University.

10. In the case of diploma examinations concluding second-cycle studies, the condition for the consent of the Vice-Dean for Student Affairs to conduct a diploma examination using the methods and techniques of distance learning is the submission of a statement by the student applying for such an examination, together with an application for admission to the diploma examination, in which the student undertakes not to use his/her student ID card upon defending his/her diploma paper and passing the examination. The Student's ID card must be sent by registered mail to the Dean's Office, appropriate for his/her program of study, immediately after the diploma examination.

According to the announcement of the Vice-Rector for Education of 27 March 2020, until further notice, the only form of document transfer in the described graduation process is by electronic means.

What will change in the near future with entering the third stage of lifting restrictions?

Business activities - open cosmetics and hairdressing salons and restaurants

Gastronomy and beauty salons are frostbitten. From May 18 we will be able to:

  • use the services of beauticians and hairdressers,
  • eat in a restaurant, cafe, bar, as well as in a shopping center (in a separate gastronomic space).

Important! The guest will be able to eat a meal both in the hall, inside and in the restaurant garden.

The full opening of the catering industry must take place subject to strict sanitary guidelines that ensure safety and service for customers. These principles were determined during consultations with representatives of individual industries.

Recommendations for beauty salons include:

  • the obligation for clients to wear masks, goggles or visors (at the hairdresser's and in the beauty salon - if the procedure allows it);
  • using disposable towels where possible;
  • accepting clients by appointment by phone or online. Warning! The customer cannot wait for the service in the waiting room.

The requirements and recommendations for gastronomy include:

  • limit of people in the premises (there must be at least 4 m2 per person);
  • table disinfection after each client;
  • 2 m distance between tables. Important! Tops can be moved away from each other by 1 m, provided that the tables are separated by additional partitions with a minimum height of 1 m above the table top;
  • maintaining a distance of 1.5 m from guests sitting at separate tables;
  • wearing masks and gloves by chefs and catering staff. Important! Restaurant guests can take off their masks if they are already sitting at the tables.

Social life - care in schools for the youngest, consultations with teachers and changes in public transport

CARE AND EDUCATION (from May 18, from May 25 and from June 1)

The area related to care and education will change. From May 18, it will be possible to conduct classes:

  • practical in post-secondary schools,
  • revalidation and upbringing as well as early development support and specialist revalidation.

On Monday, May 18, institutions and facilities with accommodation and care and educational activities will also be opened. These are e.g. youth hostels, sports centers or community centers.

From May 25, it will be possible to conduct:

  • care and educational classes in grades 1-3 of primary school,
  • consultations with teachers in schools for high school graduates and students in 8 classes, mainly in subjects taken during exams. Consultations will be able to take place individually or in small groups.

Important! Care allowance for parents of children under 8 years is extended.

From June 1 - consultations at schools with teachers for other students in all subjects.

Important! From May 17, children under the age of 13 will be able to leave the house without adult supervision!

PUBLIC TRANSPORT (from May 18)

The passenger limit in public transport is increased. Thanks to this, on May 18, more people will be able to travel by bus, subway or tram at the same time. Public transport managers will decide whether to use this option. How many people will come on board?

As much as half the seating (as it is today)

or

30% of all seating and standing positions (in this case, however, half of the seating positions must remain free).

Example: If there are 30 seats and 70 standing (i.e. 100 in total) on a bus, 30 people can travel at a time. Half of the seating positions must remain free. Until now 15 people could enter such a bus.

RELIGIOUS CELEBRATIONS (from May 17)

Restrictions related to the stay of the faithful in places of worship and at other religious ceremonies are also reduced. From Sunday, May 17, during mass or other rite, there must be 10 m2 per participant. To date, there was 15 m2 per 1 person.

SPORT (from May 18)

On May 18, the limits of people who can practice at open sports facilities are increased:

  • at stadiums, sports fields, jumps, tracks, eagles, skate parks - there can be a maximum of 14 people (+ 2 trainers);
  • on open full-size football fields - up to 22 people (+ 4 coaches) can stay.

Warning! The option of dividing a football field into two halves separated by a safety buffer is also introduced. If we separate a 5-meter buffer zone, then 16 people + 3 trainers can be in one half at a time. In total, 32 people (+ 6 coaches) can stay on this full-size football pitch.

On May 18, it will also be possible to organize classes in closed facilities. In sports halls and halls at the same time will be able to practice:

  • 12 people + trainer (in buildings up to 300 m2),
  • 16 people + 2 trainers (in facilities from 301 to 800 m2),
  • 24 people + 2 trainers (in facilities from 801 to 1000 m2),
  • 32 people + 3 trainers (in facilities over 1000 m2).

Important! In closed facilities, it will not be possible to use the cloakroom or the sanitary facility (except for the toilet). Disinfect the devices after each class.

CULTURE (from May 18)

Loosening of restrictions will also occur in the world of culture. And so from May 18 it will be possible, among others:

  • activity of outdoor cinemas (including car cinemas),
  • resumption of work on film sets (including sanitary regulations),
  • resumption of phonographic and audiovisual recordings in cultural institutions,
  • individual classes at art colleges,
  • resumption of trials and exercises.

UNIVERSITIES (from May 25)

The possibility of conducting the following colleges will be restored:

  • didactic classes (for final year students),
  • classes that cannot be implemented remotely.

Return to classes also applies to the education of doctoral students and classes organized e.g. in laboratories and a medical simulation center.

Border checks extended until June 12

Border control at the internal border with Germany, Lithuania, the Czech Republic and Slovakia is extended by another 30 days - from May 14 to June 12, 2020. As before, the border will only be crossed at designated places. Checks will also continue at seaports and airports.

Let's take care of ourselves - the most important permanent safety rules

The gradual abolition of restrictions does not release us from the application of the basic safety principles. Quite the opposite - they must become the basis of our daily functioning. What should you keep in mind especially?

  • Keep 2 meters away from others in public spaces.
  • Cover your nose and mouth in public areas.
  • Work remotely whenever possible.
  • Stay home if you can.
  • Strictly follow sanitary rules in places where there are a lot of people. Especially in restaurants, at the hairdresser's or beautician's.

Business activity- opening of shopping centers and hotels

Important restrictions on trade will be lifted from Monday, 4 May, 2020.

  • Shopping centers and large area stores will be open, but with a limited number of people and no meals.

Shopping facilities with a sales area of over 2,000 sq m - i.e. shopping centers, large-format stores - will be opened.

However, a limit of people is introduced. There must be 15 sq m of retail space per person. Importantly - the sales area does not include the area of corridors.

Warning! However, fitness centers and recreational spaces (e.g. playgrounds) cannot operate in shopping centers. There cannot be any places where meals are eaten on site (the so-called food court).

  • Hotels and accommodation will open, but without swimming pools and gyms.

Until now, generally hotels have not accepted guests - except for delegated and quarantined persons. This ban is lifted. Hotel and accommodation services may be provided only if that specific security rules are kept.

Important! The operation of hotel restaurants and recreational spaces - e.g. gyms, meeting rooms, swimming pools - is still limited in hotels and accommodation facilities.

  • Construction stores open on weekends

The current trade ban on weekends for large-scale construction stores is lifted.

Social life - you will go to medical rehabilitation and to the museum.

After May weekend, social life will also return to greater normality.

  • Libraries and museums

The ban on the activity of libraries, archives, museums and other cultural activities is lifted.

Important! Cultural institutions will be opened gradually and at different times. The authority running the given institution will decide about the specific date after consultation with the poviat sanitary and epidemiological station.

  • Medical rehabilitation

Sick people and people suffering from pain will be able to benefit from therapeutic rehabilitation from May 4th.

Warning! Massage parlors are still closed!

    Nurseries and kindergartens will be opened on May 6 - in exceptional cases local governments may close them.

    Children of working parents will be able to return to nurseries or kindergartens. From Wednesday, May 6, the authorities running these institutions can open them, taking into account the guidelines of the Chief Sanitary Inspectorate, as well as the Ministry of National Education and the Ministry of Family, Labour and Social Policy.

    Important! Due to the epidemiological situation, the leading authority may limit the size of the kindergarten group or limit the number of children under care in nurseries.

    Important! A local government unit may close all nurseries and kindergartens in its area on the basis of existing general provisions.

    Childcare allowance is paid to parents when:

    • the kindergarten and nursery are closed by decision of the local government unit,
    • when a nursery or kindergarten cannot provide care due to restrictions due to COVID-19.

    Basics of new normality - the most important permanent safety principles

    A gradual return to normality does not absolve us from applying basic safety principles. They must become the basis of our daily functioning. What should you keep in mind especially?

    • Keep 2 meters away from others in public spaces.
    • Cover your nose and mouth in public areas.
    • Work and learn remotely whenever possible.
    • Strictly follow sanitary rules in places where people are gathered (disinfection and maintaining a proper distance).
    • Quarantine and isolation for infected or potentially infected persons.
